If you look closely, or even just glance at her, she's covered in scars and signs of really poor hygiene.

She's cosplaying as a one-off gag from Air Gear, where one of the female characters, under her guise as "Swimsuit Mask", shows up to help the main characters, but another character switched out her costume and left her with what amounted to a pile of belts.

Tunamelt there is doing a pretty shitty job of cosplaying it too.

She hasn't been seen in such attire in years and has pretty much been laughed off the internet for being a filthy, scar-ridden whore.
