This skirt is not doing any favours for your body shape at all, you look like a box. Try pulling it down so the start of the waistband actually sits on your waist and post a picture.

The mixed motifs don't work either, if you're going for creepy cute you need a more even distribution of the styles throughout the outfit for it to work. Otherwise you just look like you're not going for any theme or style and just threw on whatever you saw first. You would be far better of switching the tights to plain hose.

Between the two photos, I think the issue is that you're too topheavy for the looks you're trying to pull off. You need to balance out your hips with your shoulders/chest by having some volume down below, your bodytype appears to be an inverted triangle. Usually you have eyelids in the inner corner of your eye, but I have such a wide nose that it covers the corner. Lets say that I draw in a corner on top of the other skin. This looks like shit. The colors don't match, the skirt doesn't flatter your figure at all, those shoes don't work at all, and you threw on a pair of skeleton tights which don't match anything else you're wearing.

Ditch the shoes in favor of something in a color you're wearing, lose the skirt because it just hugs your hip fat and makes you look like a big rectangle, swap the tights for something a little cutesier like bows, or maybe some fake garter tights, or thigh highs with pastel accents, and a cute color complimenting bow would work so much better with your outfit.

That said, the shirt and tights are cute, but not together.

Hama girl is nautical fashion, yes? If so, that's not a bad attempt. I like the top half, especially the hair, but it's the bottom half that bothers me. Lace seems too delicate and feminine for the look, an a-line skirt with navy and white (or maybe even red and white) stripe would look better IMO. Hama girl take two. I tried some of the concrit you guys gave me. My only navy leggings looked black next to the faux-denim top, so I'll look for a new pair in the future. I let my hair down and had it much more fluffy, but I was at the beach and as you can tell it did a number on my hair, oh well. I took some navy x white waist ties from a skirt and tied them around the boots to try to pull the bottom half of the outfit together. Not perfect, but it's better, I think.

everything else I'm okay with, you could pass as otome or retro-inspired IRL, but that necklace just makes me write you off instantly as an enormous weeaboo.
if you are going to wear it with an every-day outfit, choose a simple, light-colored top so that it will stand out and keep your motifs coordinated.
Also I think you should've gone with either off-white or cream tights in order to make the contrast between those interesting strappy sandals and your foot more interesting.

And it doesn't have anything to do with the derpy-chan motif, so it just seems...unnecessary, like you're trying to prove your 'nerd cred' rather than trying to put together a good outfit.
I think you should go with the white dot tights, a pattern to break up the mostly solid outfit palette would be a good idea.
