Let me answer your question with another question: Why is looking kawaii important to you?
I mean the fact is not everyone is going to look cute, but you can be attractive in other ways.
People enjoy a nice classic, mature beauty just as much as a kawaii pastel-brat.
It's too hard to make a look that's not you work. Find your own personal style and what you identify with and go for that instead. Or if you really like the kawaii look then look up makeup tutorials, practice poses, and buy the right clothes.

I have given up on skirts being to short. I have found that people rarely comment on it if you have thin legs. Also, the thin part helps them fall where the should. Though, anything without adjustable straps is not going to happen ever.

When I was 16-18 I was into goth, tried to look older, daring, maybe a bit slutty etc. Fiery red hair, combat boots and miniskirts. And boys (and sometimes men) often hit on me.

Now I'm 23 and if photos don't lie, my face haven't changed. The only thing that changed is that I try looking "cuter" and more natural. I also dress girly but modest, often in casual lolita. I almost never get hit on by guys and compliments are usually only about my outfits or general "you look so doll-like".

I miss the male attention and I don't why it disappeared. Is it simply because I no longer look "desperate"?

It's really a pain in the ass to find clothing with a proper fit if you're somewhat taller than a midget. It's all about the silhouette, imo. I have a rectangular face, but I frame it with bangs to make it heart shaped -looking. The back of my head is poofed to make it round as well.

Try to look like you're not actually wearing lots of makeup, because that really ages you. Flawless skin and rosy cheeks are of course ideal, but if you have freckles then don't try to cover them up. And no spidery lashes, ever! Even false lashes can look natural to the uninitiated but nobody is born with clumpy spiderlegs on their eyelids. Same with lipstick. Obvious colours and high shine can make you look like you're trying too hard, but something closer to your natural lip colour with a bit of shine applied to the middle of the lips will attract attention in a more natural way.

Honestly though, genetics probably plays the biggest part in looking ~kawaii~. The rest is attitude, styling, and editing.

Dresses - I've given up on not having to alter the waistlines/hems on literally every dress I own. Maxi dresses never ever fit right out of the shop.
Pants/Jeans - the 'short' size is for people with small inseams, but it's too short for people with normal proportions. I just buy the regular and hem the bottoms.

I bought a Liz Lisa skirt on a whim last year and I was overjoyed because it was exactly the right length to begin with.

I'll agree with saying that all mainstream brands suffer from not making realistic bigger sizes. (Something that looks good on a size 2-4 will probably not look good if it's just scaled up to a size 12-14.)

It's very true that hair color changes in a lot of people between childhood to adulthood, and the most common process is darkening. It has to do with genes turning on and off during your life, via transcription factor proteins. It's the same thing as to why we can produce lactase to digest milk during childhood but most people stop being able to digest it when they're older (gene for producing lactase is turned off). Our hair color during childhood is usually not our full hair color, which "turns on" after puberty and gradually settles in.

I don't know what happened to my face. It used to be a cute heart shape until I was about 16, then it turned square. I'm 18 now and I still have a square jaw. Around the same time as my face turned square, I also got a slight butt chin which I'd never had before. It's not ridiculously deep or anything but it's noticeable.
