What kind of tutorials and patterns are you specifically looking for? I draft my own patterns, since I don't sew complicated things for the most part (or patterns don't exist for the cosplay), but I can try to help you find something.

I'm trying to find patterns that would be for a dress in this kind of silhouette. (fitting bodice, full skirt like that)

I was thinking it almost looks like the skirt portion is a circle skirt, but I'm not nearly confident enough in my pattern-drafting skills to try and make my own pattern. If you know any terms for what a dress like this might be called that would be helpful as well.

I have a question. I am completely useless at pattern drafting, but I would like to edit an existing one. It's a bloomer pattern that gives me too much poof in the front. It looks like I'm wearing it backwards (actually wearing it backwards makes it worse, though, the back fits comfortably over my butt).
I know bloomers aren't supposed to look tailored but I'd like them to look sliiightly less like I'm literally wearing a diaper underneath. Where in my drawing could I make changes to do this? It's just the front I want to change, but I'm not sure how.

Son, the McCall's 4745 is the best pattern to use for everything ever. My personal experience anyway. However the sleeves are a bit uncomfortable, and it is much easier to draft your own sleeves using a scrap T-shirt or a different pattern. Seriously though, that fucking pattern is the most versatile thing I have ever used, and I can honestly say, every single coat I have made in the past few years, sans blazers, have been based off of that pattern, slightly modified.

As for fabrics, I would reckon that any black suiting will work well.

I also am really, really, really ecstatic to see that there is interest in LoGH cosplay. Brings a tear to my eyes.

The majority of big, poofy lolita skirts are rectangle skirts, actually. The fullness depends on how big of a rectangle you take (3x your waist = super poof), and whether you wear a petticoat underneath.
Adding a rectangle skirt to an existing pattern is super easy and how I make nearly all of my dresses. The most challenging part is the closure, but if the bodice pattern you're using has one (like a zipper in the back) then you can just extend that to the top portion of the skirt.

If you're not up for frankensteining patterns together just yet, you can still add to the fullness of an existing dress pattern by modifying the width of the skirt part. As long as seams/closure still match up, it works fine.

I have a pretty stupid question. How do I make an open panel in a bodysuit? Pic related. I don't know how to cleanly finish the edges of the the open stomach panel without lining/facing the entire costume... but if it's going to made out of 4 way stretch fabric, I'm not seeing how lining the entire thing would be a good idea as I probably won't fit into it with the lining restricting me.

I'm looking for a pattern for a mini dress like the one Lana wears. I've googled around and most of the patterns I'm finding don't have the sleeves or the right skirt.

Also, there's a bunch of characters I've seen who have a "ribbed knit" stripe pattern somewhere in their costume- Meg's blue skirt from Burst Angel, Kallen's red top from Code Geass, the sleeves and boots on the pilot suits in Last Exile. I can never find a fabric with wide ribbing though. :/
