alot of anime cons have lolita programming... usually a fashion show, or lolita brand name guests, or even Frill which is an all lolita convention.

Just browse your preferred convention schedule. Wear whatever you are comfy in and goes along with the convention theme, just be yourself, and be normal. But for christ sake if that means a greasy neck beard clean yourself up and bathe.

Well friend the only thing I can say is watch the comm_sales and the fb sales. I've seen it pop up maybe 3 times in the past year. 1 of those times I managed to grab it. I can say it is probably my second favorite piece out of all my brand/offbrand/indie crap... I noticed going through all my pictures the other day that I have worn it sooo many times over other items. Also, always check the second hand sales on taobao. It might pop up there too or on auction via taobao. Just search 'Dear Celine' and you'll see items up for second hand sales. That's how I got my hands on their painting dress too which I love. Best of luck! I feel that getting a hold of pieces like this are even harder than brand dream prints/dresses due to limited stock and people just not wanting to let go of them.

I don't see why not. It is quite fancy-looking and white, so if you have problems with wearing something like that out and about then perhaps yes because you might not get much wear out of it. As long as you can also afford the necessary items to make it a lolita outfit, it'll be fine. I wouldn't recommend buying the crinoline/petticoat from their store though, the Classical Puppets bell-shaped one is much cheaper
