That list is mostly basics and honestly:
It's extremely boring and it's pretty transparent looking through it that it was mostly made to cater to who dudes on /fa/ would DATE and not women looking to BE /fa/. I really wouldn't use it unless I was starting a wardrobe from scratch and only looking for really basic essentials, some of which I would really swap out for something else.

It also really doesn't consider different shapes or what's flattering. I don't think most women need to hear "always have a pencil skirt and dress shirt ready for job interviews". That's again, mind numbingly basic and something many wouldn't go with if they wanted to actually make an impression. (There are a ton of interview-wear options for women that are tasteful and look much more put together and professional. /fa/ basic lists and things on thefaggotstore go into detail for those kinds of things for men. But it's really not a good source for women.)

Completely different anon, but as far as pieces go, I'd suggest: a long cardigan, dark wash skinny jeans/jeggings, and knee-high boots.
Personally, I find the bright green and pink way too jarring together, but I think a minty green would look nice if you still wanted green. Black would be a nice accent color.

Gray boots would look fine, but the cardigan should be gray or black as well, to balance things out. Since the dress is a little younger looking (I actually really like it, so I'm not saying that in a bad way), you need to utilize pieces that are a little bit more mature in both color and style - thus the basic cardigan and boots, plus a more "mature" color like black (or gray).

As far as your new boots, it really depends on what your wardrobe is like - both brown and black can get a lot of use depending on what you already have.

The key is to have a balance so that outfits don't end up looking little-kid or "matronly", as Tim Gunn would put it.
I've seen your other outfits, but have never commented, and I think you just have trouble with picking pieces that complement each other - you tend to have a lot of conflicting ideas all at once which gives a disjointed feeling to something that could be cute with some tweaks. It might benefit you to try some more simple looks first (including with using some more black and gray!) to really train your eye as to what actually goes well together before trying more daring combinations.
