So, I took my measurements today for the first time ever. Looks like I'm not fitting in to brand unless I lose some weight.

I have a few brand things, but I'm pretty new. There's a good deal of things that fit or will fit. I tend to not do full shirring unless it's dark colored, or I have a matching cardigan. Skirts are out most times, but I do have a few meta elastic waisted skirts. I shop offbrand for blouses or get them commissioned. Most brand blouses are fully shirred and I avoid them unless under a JSK.

Hips are a non-issue.

The only places I find them are specialized shops, and they sell out so quickly, not to mention if you ever mention you wear a DD/E to an untrained salesgirls they will look at you funny because they have no knowledge of cupsizing.
It's impossible to find them for under $60 too, but whenever they go on sale I go crazy.
And shopping online isn't a good idea due to some brands having major size inconsistency, so I don't do that unless I own a few bras from the same company.

How wide are your shoulders? Assuming you have a petite Asian-like build, for tops, smaller goods from Innocent World, Metamorphose, Emily Temple Cute, Beth by Victorian Maiden (i. e. size S or cropped/short cutsews) will be fine. You don't have much to worry about skirts but try to find shorter ones that hit you at the knee or an inch below it (anything longer will look overwhelming/heavy on your frame). For OPs and JSKs, you're pretty much stuck with size S if the store offers it. If it's longer than 92cm or so, it'll reach past your knees. Mary Magdalene's goods are on the smaller end, so most of it should fit.

Also, pad! 29" bust isn't enough to fill out just about any OP/JSK/blouse. Getting a push-up bra that bumps you up a cup size should be enough for the smaller end and MM stuff.

The OP is fully shirred and fits really nicely, it's quite flattering since my bust fills it out well and doesn't squish my waist. I can fit bodyline skirts and jsks pretty well in size M and 2L or L in blouses/cutsews. If I lost about 4-6 inches off my waist I could probably fit some AP or Baby partially shirred items but Meta's my preferred brand so I don't feel the need to lose weight to fit into burando with smaller sizes. Also my bust was ridiculous even when my waist was smaller, so non-shirred and empire waisted stuff just give me awful boob loaf.

I'm not sure where the other anon's suggestion is coming from, but you're so small you might have some trouble with bagginess in the chest. A lot dresses ideally fit about 35" busts and 27" waists, so they might be too big on you. If there's shirring in the back though (and thus a possibility of tightening), then they might fit, though. And you'd probably be perfectly suited for Emily Temple Cute and some of the small-sized Mary Magdalene items.

But just to answer your question, Mary magdalene is a popular classic lolita brand, so right up your alley. Emily Temple Cute is a sweet/casual lolita brand, so probably more "cute" than you're looking for. Best way to find your natural waist is to tie a piece of thin elastic around where you think it is, tight enough to sit close to the skin, but not pinching, then bend side to side several times, and wherever the elastic rolls up to is your natural waist. Take the measurement there with the tape parallel to the floor and without biting into your skin.

Also have to remember that even if your waist is X, the measurements of the garment allow for 1-3 inches of wearing ease depending on the type of fit (close, loose, flowing)

If I can't get custom fit garments (like from taobao) I always order a Large due to bust. Brand fits me Ok, but I always need a minimizer for the bust area (underbust is 76). I am Ok with this, but I MUCH prefer my custom pieces from taobao to brand due to that. Unfortunatly, even though I send in my underbust, the cup alteration is rarely ever right (most commercial patterns/dresses allow for a B or C cup, aprox 5-7 difference between underbust and bust). This is also why some people are disappointed that their blouses still have that 'gap' in the buttons if they aren't within the default cup range, even if the blouse is custom fit. It's hit or miss though, some stores do it really great, like Dear Celine, never had a gap issue with them.
