As far as the water park goes, yes. Last year the lifeguards targeted any and all cosplayers and photographers with rules they made up on the spot. No flash photos. No cameras near the water. Swimsuits have to have full coverage (despite there being no dress code at the water park). So the stalling that happened occured because we had several wrestlers no call/no show on top of the pain in the ass of getting them to sign their waivers. We opted to do waivers in person that way we had our asses covered from "I didn't sign this" type shit. Combination of hose length/hose hookup location/villa patio right in front of the volleyball courts severely limited placement options. Even with a longer hose so we could have it further out, that would have resulted in a lot of the audience needing to stand in the sand.
