You need to find out your measurements in cm (chest, waist, hips, and shoulders). If you're a guy you'll have a hard time fitting most Japanese brands. You'll probably have to look for "plus-sized" pieces. Also, if your event is in May you're going to struggle to get something shipped to you in time.

As someone who buys stuff online all the time from so many countries, USPS is far superior than most private postal services. I've had multiple issues with other postal services outside of the US and UPS or FedEx. DHL is more reliable but rare issues with customs for them like multiple times having packages get so destroyed during customs they had to be repackaged by DHL and I was notified of it.

But with USPS as soon as it gets on American soil zero issues most of the time. And domestically zero issues. Maybe a bit slower back at the peak of the pandemic but even when mail in voting was taking up a ton of resources a package from California took maybe a week and a half instead of a week. I live in a major city though and I have had a shitty USPS driver for my neighborhood back in high school but it was one person who consistently did poorly, while everyone else was fine.

UPS and DHL have been incredible. I have yet to get an obliterated box and the few times UPS delivered to the wrong house, they reimbursed me. Never had an issue with DHL ever.

When I first got them, I cut my bangs on my own. I spent an entire evening agonizing over getting it perfect. It worked out great. The twisting worked for me too.
After a while of growing them out and trimming, I thought I'd go to a hairstylist and have them trim it for me. I figured, I already had the base there for them, and they're the professional, it should be fine, right?
Not fine. They ignored the perfect U/V shape I had partitioned out, just combed my hair haphazardly forward, didn't clip the rest back, snipped a couple times, and then tossed me out of the chair. Never again.

My main bit of advice is to start with a really shallow v, like an inch into your hairline, cut out lil wispy bangs. Then brush more forward, make a new v, use your previous cuts as a guide, and thicken the bangs up a bit more. Keep going deeper and deeper into your hairline until you get the look that you want. Western bangs tend to keep their bangs really shallow. You can experiment if you prefer more of a V or more of a U.

I've cut them two different ways: as an extension of the rest of my bangs and as their own thing.
While I'm cutting my bangs I clip my hair into 4 different sections:
>front bangs,
>side lock 1, side lock 2,
>everything in the back
The sidelocks reach all the way to the top of the bang's point.

I cut the main front bang section first. After that's set, I'll bring out the side locks and pinch between pointer and middle finger, splayed out flat. I'll cut a sharp angle, nearly vertical. EG interior side of the lock starts at cheekbone height, exterior side of lock ends at jaw. Where you want it to start and stop (and how thick of a lock to begin with) is a preference. The "as an extension of bangs" type will start at the bang line itself.
I suggest you gather a ton of inspo pics to get a sense of what you like to see. Cutting it sharp will give you pointy ends like the pic I posted here >>10774328. A thick chunk of hair cut bluntly is going to look more hime (first pic), which is hard to pull off. Hime also usually has a slight negative angle, ie it's longer on the interior side of the lock and shorter on the exterior side. If it's bluntly cut but not a very thick chunk, that's what fairy emily has (second pic). You can also cut just the teeniest wisp of a lock, that's popular too (third pic). The entire length can be as short as your cheekbone or as long as your collarbone. Lots of options out there.

I'm not a lolita but I used to read a lot about the hobby, when I was a teen. Pic related is the only dress I've ever owned (but sold it on eventually, years ago). It is a Bodline dress and I still think it's an awesome dress, because I love the cotton fabric they used, although I know it's a shit tier brand to most.
