Really depends on how much money you want to spend; the cheap little ones work as well as the big ones that come with a stand but the price you're paying for the low cost is having to refill it constantly. If you have the space, the money, and don't need to take your steamer with you, I would say to go for the big ones because constantly refilling the tank on a little travel steamer is annoying (and it's easier for it to splatter you with hot water). The only circumstances I would say just to straight up avoid the travel steamer entirely is if you knit, crochet, tat, or do some other craft that requires blocking (because you basically have to hold the steamer flat against it); I've found that the little handheld ones tend to spill water all over your work

You might be able to save some money and replace the elastic yourself depending on your sewing skil and how the item is constructed. If you have some detailed photos of the straps (including the underside) I can advise you on how feasible this is given your sewing experience. I've never owned any jsks with elastic straps but if the elastic is a flat band of elastic inside of a "channel", that is an extremely easy fix. If the fabric is directly sewn to the elastic, that's fixable too but a bit more involved because you have to unpick a lot and sometimes stitches have a tendency to "sink" into elastic making them annoying to pull out. If it's shirred (sewn with elastic thread instead of having elastic inserted), it will be annoying but it is fixable, although this is a more complicated fix that you might want to pay a tailor for if you aren't confident.
For future reference btw, don't hang your items with elastic straps by the straps. Sometimes these garments come with little loops for hanging and if they don't, use a pants hanger to hang the item from the bodice instead of straps.

I'm from Europe and traded with someone from overseas once. Not as good as they used to be. I bought the summer 2014 Meta pack and got a matching jsk, blouse, socks and headbow, as well as the tote it all came in. In 2019 I got their summer special set which was just a jsk and bow clip. IIRC they still do skirt packs but you get non-matching items. Other brands seem to be doing less impressive happy packs with fewer items too, unless you manage to go in-store and grab an oddment pack in sale season. AP, for example, used to do packs where you could get whole coords but in recent years have just released special sets in limited edition colors at sale season. Honestly, if you want cheap brand wait for it to go on sale or drop price on the secondhand market.

Same reasons why other male vkei artists who wear lolita are accepted. They're talented and put an extreme amount of effort toward their personal style. They aren't in it for weird fetish reasons. Lolita is just a strong part of their personality. In Mana's case, he was so involved in the fashion that he created his own brand without it being weird. I have a round face and I learned the hard way just don't tie the ends around the face, tie it at the back instead. You can also super loosely tie it like pic related so it doesn't accentuate how round your chin is.

Bonnets aren't super flattering to begin with, it's ready just a statement piece. I rarely reach for them unless I want to scream Victorian. I'm classic so I don't even go for the super round bonnets.

I wear otome-kei as my every day style. I think a lot of people moved on because of general dissatisfaction when Jane Marple raised prices significantly and when that ETC/Leur Getter split happened and they went 100% polyester and it's getting harder to find suitable pieces for daily wear. Even Axes Femme and Fint used to have better staple pieces like 7-8 years ago. Now you have to choose between some scratchy acrylic with 100% guaranteed pilling after 6 months of wear or unbreathable polyester lining which I can tolerate in lolita, but it fucking sucks as daily wear. I miss the unlined or cotton lined pieces ETC used to release, those were peak comfy. Jane Marple is also hit or miss these days. Those thin cotton blend fabrics are prone to pilling and they won't last as long as older pieces. It's honestly not worth the price new. That being said, if you are determined, it's still worth getting into otome-kei imo. The second hand market is still pretty forgiving, especially if you focus on the more casual pieces and not the popular prints.
