People with black hair can wear predominately black clothing and it looks fine.
People with brown hair can wear predominately brown clothing and it looks fine.
Even blondes in yellow clothing can look fine.

It's super cheap and ita, but it's not the absolute worst place you could have started. If you buy good quality stuff for the rest of the coord then you'll have a good base for future coords even if your first JSK is kind of shit. I'm just going to give suggestions from Meta, Baby SF, and AP USA and Paris, bc those are all easy to order from and good quality. imo Dusty pink, lav, and gold are going to be the easiest colors to coord with this dress.

My suggestions:

everyone starts somewhere anon, its fine. firstly, its important to pick out a few elements you like from the piece whether it be lace detailing/print/fabric material.

i think you can try to use this chiffon (?) material that you see at the bottom of the dress and repeat it somewhere else. since the bottom fabric is chiffon/poly the dress feels "airy", so i would also try to keep the coord generally "airy"/light as well, probably the blouse.

you could also try to get a similar matching headpiece with the front of the bodice lace/bow section if you plan to wear a white blouse instead. and i would add peeking white chiffon bloomers as well.

you can work with the star/moon theme which could be quite cute! just have fun with experimenting, and next time you can look out for ap/meta prints:)

If you have such limited funds it's going to be very hard for you to build up any real wardrobe. It might be tempting to buy low-cost stuff (like off Aliexpress or Amazon), bc you can't afford brand. But actually, you can't afford to buy cheap pieces, because you'll discover owning junk is a waste of money in this fashion. Not only will cheap clothes wear out faster and be harder to mend, but also they're more uncomfortable and harder to coord.

Real lolita pieces are never cheap. You will never find a proper (new) lolita dress for less than $100 USD, because that's just how much the yards of materials and construction costs. If it's less than that, it's a costume.

I think the best thing you could do is learn to sew. Then, you could invest your money into buying patterns like otome no sewing, and fabric+lace which you can probably find locally for lower costs. You might also discover that even secondhand lolita is too expensive for you, but you could experiment with other styles like vintage looks or generic "kawaii" fashion looks.

I'm making the collage but it'll take me a little bit. Even if you can't afford the specific pieces on it, maybe it will give you some ideas of what to look for.

If you have a local comm facebook group or something see if they hold swap meets or have a sales group, you can often get good deals buying locally.

For the dress you have right now, it's honestly very out there and has a weird colour scheme that is going to be hard to work with but not impossible. Getting an impractical first piece, regardless of price is a common newbie mistake. Unfortunately it's also just such low quality that you'll probably need more expensive pieces to bring the look up, which it sounds like you can't afford right now. If you can sew I recommend for this dress you find fabric in matching colours that you can make your accessories from. If you can scrape together some money for a couple things focus on versatility first and foremost.

In the future, if you do want to buy cheaper dresses you should get ones that are at least more simple so you can wear them in more ways. You should pick a handful of colours that you like which go well together (eg. pastels, jewel tones) that you can buy everything in so you can mix and match. Get more simple workhorse pieces instead of bold prints so you can get more value and mileage out of your pieces. I know this board hates Lor but she has a couple videos on styling basic bodyline and taobao dresses in multiple ways that I think you could get ideas from. Also check out the capsule wardrobe threads on here.

Alternatively you can always just wait until you're in a better place financially to start wearing the fashion. A lot of us discovered the fashion long before we actually were able to start buying pieces and wearing it at all. If you're after instant gratification and don't have any money this fashion might not be for you, at least at this point in your life. Straight iron to start. Next step is going to vary, lost if different people use different methods depending on how straight or curly their hair naturally is. Mine is pretty thick and wavy/textured and won’t hold styling very well so I go STRONG hold. I hairspray a few pieces against something flat like a pice of cardboard, I use a lot and get it really wet. Then I blow dry it. I use got2b glued in the yellow can. This is strong enough that it even allows me to charge my hair strait up for punk styles. For the particular style you show it’s important that you get the part that I circled. It’s easy to focus on the ends because that’s the focus of the hair style, but to have those ends lifting away from the rest of your hair you need to make sure that the hair is stiff and straight at the inflection point I circled. If you don’t get the hair stiff in that area it will curve along your head and your ends will be straight and spikey but in line with the rest of your hair and not stick out

Personally, when I'm wearing pastel sweet I have to wear very toned down casual looks. If I wear a full coord I feel like a clown/sissy/adult baby. But when I wear dark colorways I feel comfortable in anything.

Also your hairstyle has to suit the bow. Try adding more volume to your hairstyle so the bow seems proportional to your hair. My go-to is to pull my hair up in a really high ponytail, then tease+curl it and wrap it into a giant poofy bun similar to pic rel. Hair extensions are also handy.

Hmm I pretty much wear dark colored oldschool/classic stuff. I tried sweet in dark colors even and it was definitely not for me and i felt like an adult baby too.
