Tekko gets good Japanese guests because:

This community is way too small to burn bridges at all, let alone over literal nonsense. While I'm admittedly a bit lukewarm about some of them featured, they all had really in depth answers to questions about mass production and logistics and were clearly passionate about what they did. Probably not. Sin City is established already as a con because it was formerly Sabakon, run at the same location as Sabakon in former years, and most likely kept it's vendor list.
This event you'd think there'd at least be pamphlets around town - especially Chinatown - to bring in more attendees for it's first year, but there hasn't been any advertising beyond online, though that is from my personal observation.
On a side note, anyone who's been in Vegas for a hot second knows that the strip is where Japanese themed events go to die.

If you're running an event in a town common sense would dictate you need a certain percentage of locals in attendance to help break even. The Vegas strip despite drawing in tourists doesn't usually get repeat visitors sans normie expos and events like CES or EDC who have big corpos throwing money.
The big cities like ones in California are the few that can get away with running niche events that draw in more out of towners than locals necessarily and even then they need to be more established because otherwise you get dead events like PMX - which I personally thought was great for all it's J-fash offerings but it was a pretty low traffic con.

Resort World as a whole has interesting decor throughout the property and a variety of food choices, especially the amalgamate that is Famous Foods Street Eats.
Tea Lounge at City Center is nice, but the price of their afternoon tea is as you'd expect of the strip.

These suggestions are off the strip:
Gabi Coffee & Bakery. Hands down a photogenic cafe with good coffee and tea.
Lamoon is a very cute Thai "cafe," and the food is good but you don't get enough to justify the price point.

If you're willing to go a little further out of the way from the strip...
Illumilatte Brew Society has some cool decor and decent coffee and tea.
Bad Owl Coffee Roasters has three locations with slight Harry Potter theming.

I work in the gaming industry out here and I'm being genuine about this place being pretty alright compared to some of the older casinos.

Waldorf Astoria used to be the Mandarin Oriental & when my partner & I dined there, he swears he remembers paying $80 for EACH of us. The sandwiches weren't served in the traditional style--one came in an odd waffle cone-like thing. However, I could tell that the food/desserts were high-quality. Keep in mind this was my experience several years ago, so it may have changed.

The Petrossian Room (Bellagio) is a good venue for afternoon tea, just request if you can be seated away from the casino because the smoke from smokers WILL drift over. Otherwise, the price is more reasonable & the food was lovely enough. A short walk away, you can also take some nice photos/coord shots in the Conservatory (they change this area several times a year to fit certain holidays or themes).

Other nice venues for afternoon tea that are off-Strip but not too far away are La Postte & Coffee Religion. La Postte is about 10 minutes away if you Uber & Coffee Religion is 20 minutes away. Both are also more reasonably priced & the food is nice.

Tysm! I would pay $80 for a high quality tea, that's not unreasonable to me. I paid that much at the Peninsula and the patisserie chefs complimented our outfits and gave us extra special desserts so I'm biased but it's my favorite tea memory.
