Hey what's up, aesthetician with 5 years experience helping women of all ages/skin tones here.
She may feel some sort of pressure to have a hime cute because she thinks it's the "correct" lolita haircut, but hear me out.

HOW TO MAKE LOR LOOK BETTER (aka how she could bring out her features more instead of looking like she's 10 years older than she is, trying to look younger)

1. Wear a pale neutral foundation, not a cool rosy one
2. Wear lip stains, blotted lips, and gloss, not bright opaque colors.
3. Blocky eyebrows do no favors to anyone and make you look like a chola.
4. Blush in this pic isn't bad, but is too saturated and contrasting and doesn't accentuate her cheeks well.
5. The yellow eye makeup is ok, but the highlight is too low and brings attention to her more deep set eyes.

Basically Lor has strong features and a bigger nose. I think she would look so much more fresh and pretty with a less hair hair color/brow combination (maybe a deep honey brown or reddish brown?), and she should accentuate her eyes more. If she made her focal point her eyes instead of her lips, it would balance her face out a lot better.
