It's kind of an edgy teenage style imo. Most people in street snaps are teenagers are ealry 20s. Most western lolitas are mid-20s. If you are not super youthful looking, it's just going to look silly on you. People were also skinnier back then on average, the style back then was more roomy than modern lolita - almost oversized looking. The average western lolita wouldn't be able to pull that off by her size and height alone.

I think it's sort of like the recent "cottagecore" boom, people are tired of suburban areas and just want to chill in a cozy little cabin, stroll through a garden and dress like Little House on the Prairie, but with the frilly dial turned up to 11.
