Camera angle, hot pants, heels, and genetics. She definitely has long legs and would look good in a Sailor Moon cosplay. But it's easy to see when comparing to source material that the manga and anime characters still aren't realistic. I lined a frame from the video up with an illustration by Naoko Takeuchi, and you can see that for the characters, their hips and waist are still slimmer and higher up on the body, and the knees higher, head larger, than on a human body. So no, the exact manga proportions may not be possible IRL, but that doesn't mean that there can't be good Sailor Moon cosplays who have pretty good anatomy and well fitted cosplays to represent the leggy bishoujo manga type.

As long as you keep in mind that 99% of ALL female anime characters are supposed to be under the age of 18 and they live in a society where ANY amount of body fat is to be feared and hated with venom, you should be ok. If you are not a 14 year old japanese girl, you're probably NOT going to ever be "sailor moon proportionate".

The trick is camera angle as >>10440820 notes but also the wide angle lens used. That way the closest limbs appear elongated. Pic. related in the most extreme example I have, bordering on comical.

In the case of Sailor Moon such camera angles are hardly compatible with short-short skirts.
