As for being a glorious nippon ita. The headbow is from a lucky pack, the blouse went with one of the sweet prints, the bag is a generic one AP did a lot of variations on. The tights are plain (in addition to being non brand). This could indeed be some nippon poorfag who just started lolita today, but far more likely it's an asian tourist who finally got the chance to visit closet child and buy all the secondhand brand she can afford, which is why everything is mismatched and she's wearing a cheap taobao jsk and shoes she doesn't mind scuffing while doing tourist things. Under those circumstances the outfit starts to make a lot more sense, including not wearing a petticoat, and I gotta give credit that she at least attempted some colour matching.

It does highlight how one cheap jsk can drag the outfit down, especially paired with that blouse, so there's that.
