I'm not the one who posted it, but I think it's a sloppy coord.

Kimono has a specific way of folding to keep it neat, it's almost a cylinder shape by the time you're done. Whilst it's true that it's difficult to be perfect -- have you ever seen kitsuke so sloppy there's an actual flap of fabric over the obi? From a kimono perspective, this looks like this person has never worn a kimono and has no clue how to fold it.

From a western perspective, the high waist skirt doesn't really look good with that same flap of fabric either. Her torso just looks really long thanks to the weird shape of everything.

The rest are nitpicks but they don't really help the coord either: the underskirt has no support and is a tad too long, so it's already doing the jellyfish thing. It's not a particularly good underskirt either, that flat lace just looks like they were too skint to buy extra lace and ruffle it properly. Then the fabric above the lace kind of makes it look more like her slip (underwear) is showing rather than being an intentional unskirt layer.

There's also a heavy hand on the filtering, I have to wonder if the coord is actually a total mismatch irl. Her bag and shoes are (presumably) burgundy, and this colour isn't repeated elsewhere. The skirt looks to be a blue-green? and is the only item of that colour. We're not even sure if any of the few hundred shades of pink she's wearing don't clash irl, the wig is already clearly a different undertone than everything else, the roses on the skirt seem to skew peach and red?

tl;dr, it's only a cute photo because of the filtering and editing, can't really judge a coord when it's this heavily filtered. The kitsuke is certainly lacking, though. If you're going to do wa, you'd think she'd at least make sure the kimono side is solid.
