Ah... sadly, it's because most the stores aren't in Tokyo anymore. There use to be a slew of stores in Tokyo, but most no longer exist as of this year because of the Olympics. Many could no longer afford the increased rent since the areas where the fashion stores use to exist were selected to host stadiums. I feel... is it Osaka where most the fashion moved to? (I know someone said in a previous thread where the best city for shopping is.) It's really goddamn sad, but Harajuku is no longer the place for shopping. It's now all shit to cater to rich foreigners.

But to give OP an honest answer. Sure, check out Listen Flavor & whatever, but your best bet is to just take advantage of the fact you're actually in Japan, and have stuff shipped from the websites to your hotel without having to pay that ungodly international shipping price. I really wish I knew more of the details, but it's primarily cash based, and many shops offer what's called "pay on delivery" which is exactly what it sounds like. Ttrinity.jp being an example of one that'll let you use pay on delivery. You can also, using that site as an example, pay for things at any convenience store. You get the equivalent of a stub, and then you go to, say, 7-11, and pay for it there. Shipping within Japan is cheap and effective.

Just be sure if you do the online thing to be really stringent about measurements. Going with Ttrinity again, I've got a shirt that's a men's M from the site. It's the equivalent of a youth S in the U.S. so just watch out for the fact their sizes are really different from most Western sizing so you don't get clothing you can't wear. Their sizing is more like the sizing you find in designer wear here.

Harajuku, sometimes ginza, Asakusabashi often has some cosplay events and shops that sell. Ginza is expensive but usally has good quality lolita stuff. Akihabara is there and has stuff if you know where to look, but only assume you'll find the mainstream/popular cosplays on sale

The shit you get in Japan won't fit non asian/japanese body types and often requires a good amount of work to fix up for anyone with a western frame to wear. You are quite literally better ordering off aliexpress to save money and get nearly the same exact shit.

Most places do 0 refunds for foreigners, or will not sell you if they do not believe it fits you charging you a deal bit more for fixing it. Why would you want to sell something to someone who could get mad, leave bad reviews, and turn others away?

There are a good number of cosplay shops in akihabara, though most 4chan people I've met never seem to know how to read the signage or speak japanese and stay on ground level shops.
Additionally, cosplay is a bit different in Japan than in the US. It's always funny when some US friends come to a convention with me from the US and are shocked at how it's handled/perceived. Most my aliexpress or esty goods are about on par for what most people wear, photoshop for any picture is often required before posting.

Eh, not really in Japan as shit's in english and japanese most places in Tokyo. I'm asking you what shops because most I know don't service foreign customers all that much unless it's a prepackaged deal/onesize fits all like at the COSPLA chain of stores. Most people will speak some form of English but doing specific customizations/fixes is generally out of the question without heavy use of google translate or just knowing what to ask for.

There is slightly more that goes in when buying cosplay in Japan than like shit off aliexpress with X/Y/Z measurements. So I asked what store you shop at in tokyo that does it since I'd direct some friends there who just moved and suck at japanese.

I'm talking about in person, since I am there most the year I often have to get stuff there last minute and what not if I have free time for comic1, reitaisai, comiket, WCF, Festia, or what not. Obviously online you just give the M or F option, and frame measurements. Though if you know any specifc places that I may not outside the normal Shibuya, harajuku, Nakano, and tailor shops of Asakusa I'd be really interested.

Please, don't be so pessimistic about us Westerners, especially U.S. We do have morbidly obese people here, and that makes our national average really skewed. Take for example the idea the average American woman weighs 166 lbs. That's so not true. You have two things in the U.S., you have women in your 90-120 pound range. The rest are 250-300 pounds, sometimes larger. I have a friend with a mother who weighs 500+. That really skews people's perception of what we look like, and that's where you get this 166 pound average. There's actually not a bunch of 166 pound women walking around. If anon is nice, and doesn't just spew off to them in fluent English a million miles an hour expecting them to tailor every garment to their needs, they'll have a perfectly fine time shopping in Japan. Even knowing a little bit of Japanese so they can just tell you what's in your measurement range will go a long way just by showing you tried. Yeah okay, not sure why you had to state all that about the US? Besides Japan gets 30million visitors per year it's not like people don't know American sizes or anything. I am stating that a very small percentage would even fit most premade stuff regardless. Most stuff comes from china that needs to be refitted even for people living in japan, unless they get the actual aliexpress stuff sold in stores. Most people also need to wait 1 week or so minimum for anything custom made+fixing if required, often people are not going to stay in tokyo that long or be willing to race back over for remeasures, it would become quite cost ineffective which is why most people who go to cons in Japan often buy premade stuff. It's quite odd that in America people look down on buying premade things, never understood that.

I don't think you understand some places will just not serve foreigners for whatever reason, either not enough english knowledge, they do not think they will be in town long enough, or they do not want to accomidate them for possibly bad review. You can speak perfect japanese in many places and still be turned away for being non native.

I don't understand? I never said that in Tokyo or japan you can not get help, I said that there were many places that will often not serve people in the store for things too far outside the normal tweaking to make something fit should it be a full cosplay. No shop will stop you as a foreigner from buying simple goods, however special requests such as getting a Remilia cosplay done or lolita outfit from the ground up will most likely be far more expensive as a foreigner overall in terms of cost, time, and effort.
