Some of the better fan panels have high-end production value and are mainstays at the event like Super Epic Happy Fun Time Dating Gameshow.
Most of the interactive fan panels are a blast because they're just live gameshows people can participate in. Generally with good prizes to give away.

I went to a random Touhou panel even though I barely knew anything about it before. The dude talked about how it started, made some jokes during it, and showed some early fan videos and content and walked through the timeline, alternating between clips and him talking. It was pretty fascinating and I appreciate it a lot more now.

You said it's educational, so just focus on that and bring in humor to break up duller content. If you don't sound enthusiastic about the content in your own panel, no one else will either. A lot of people don't care if it's industry or not, they just want something entertaining. You can have a really funny educational panel and put "Have fun laughing and learning about X!" or just focus on the educational part, which doesn't stop you from making jokes during the panel, and say "Join us for a deep dive on X! Please keep your hands inside the ride at all times." Put your own spin on it if you want comedy, but if comedy isn't the focus, leave it out of the description entirely. Honestly, comedy educational panels will grab more attention than purely educational ones because people wanting to kill time will stop by for the jokes.

Epic Dating Gameshow just makes a bunch of nerds duke it out in stupid challenges as the crowd acts as a sort of cheer-based judge for the events that don't have clear winners.
Waifu Wars had both male and female characters represented from all sorts of anime and they gave out both vibrators and ona holes. Same basic idea where people had to fight in a challenge to declare their character the winner. Loser had to throw a photo of their waifu/husbando in the trash can as everyone cheered.

The volunteers won't let anyone line up for a panel more than 2 hours in advance since the line for the previous event will still be lined up. You should be loitering in the line you want to be in just as they're letting in that previous crowd to their event. You'll be in line for about an hour and a half. Usually there's always space for panels, but you'll be sitting in the back if you line up less than 30 minutes before the panel. Most lines for popular screenings and guest panels are capped a good hour before the event, but they'll let people in if there's still room after getting everyone seated.

What’s the best way to find out what VAs are going to be there? AX twitter and website won’t have everything and I don’t want to potentially miss someone.

Premieres for popular franchises/directors will require you to get to the con at the crack of dawn if there are wristbands/tickets being given out. Otherwise, you’ll want to line up at least 3 hours in advance if you want a decent seat.

Some other panels are also pretty popular and will have lines capped quickly, such as the Trigger panel.

Also certain rooms don’t clear, so keep that in mind. You can find out which ones on the schedule or website somewhere.

AX is just a "fun thing to do" now for normies rather than a once a year experience to connect with people who share your interests since this all used to be niche stuff. People don't understand that saying you were into anime got you (read: me, i'm projecting) made fun of and beat up back in the day.

It was fun to be able to openly talk irl about anime you enjoyed with people while waiting in line for panels, and making friends with people you legitimately only saw once a year during the con.

I basically just go walk around silently now and try to enjoy myself as much as I can, but it's getting harder every year.
