Depends on if you're willing to put in the effort, time, and money it takes to bleach/re dye roots and dealing with the hair damage. You mean things from Taobao etc.? Afaik it's more difficult to track down specific releases secondhand, they're nowhere near as common as Japanese brand, and the popular releases tend to go for a lot of money. Sorry I can't be of more help.

So, L size bust with M size waist here. Maybe it's different, but imo, the best look is to avoid boobloaf at all costs. So go up a size. The waist you can deal with later, cinch it if it looks too loose or just let it be loose if it doesn't look too bad. I've found that with a drastic difference in boobs/waist it's sometimes better to just have the waist look bigger so my boobs don't look so heavy.

As for losing weight, if it's not your dream dress, I'd lose weight first and then worry about the dress after you're down to your ideal size. Sometimes the weight doesn't come off where you expect it should.

I'm the same as you and I stick to dresses that have shirring or waist ties. It's actually not that bad if they are a bit loose around the waist as long as you can adjust it in some way. The top priority should always be to have the best fit around the chest area. If a dress is too loose around the chest area, it'd look 100x worse and looking like a stuffed sausage also isn't an option.
I also avoid OP's and stick to JSK's because the extra layer with a blouse or bolero can conceal the bagginess of a dress to some extend.

A full coord still gets you the fastest payoff and you can learn from your mistakes as you go, rather than hoarding a bunch of things that you can't wear for the next couple of years only to find out some of them don't suit you, don't actually go together, or some other problem you didn't foresee has cropped up and now your carefully hoarded wardrobe just sits there incomplete and still unwearable.

If you want full versatility, work it into your planning. Stick with jsks and skirts so you can mix-and-match, pick out a substyle, a theme and/or a basic colour scheme and stick to it, keep your wardrobe on pinterest or something and keep going back to see what you can add to maximise coords out of your main pieces, make sure what you buy can be matched with your existing basics/basics that can also match your other existing main pieces.

The only really basic item that truly works across everything is bloomers, and maybe a white high collar blouse (and even then if you're gothic maybe it's better to get black, or you might just prefer everything in lavender). Everything else depends on the dress you buy, the length of the skirt and the shape determines the petticoat you need. The cut of your jsk decides the blouse or cardigan you need, a skirt requires an opaque blouse, etc etc. Many ways to go wrong if you start at either basics or main pieces without thinking about a full outfit.

I'm fairly new but I went in with a lot of planning. My advice is to split the difference. Get clothes that can work as a coord AND as basics. I started out by buying...

I guess it's something that wouldn't be noticable unless I mentioned it but it bothers me because legwear is more comfortable on one leg than the other. It depends what you want to wear. If you like to mostly wear dresses, it doesn't matter that much - 26-27" is fine for most stuff. If you like old-school, skirts, and BPN/Peace Now 62-63cm is better. Personally I think if you go too small then things get really bulky at the back with the corset lacing etc.
