The dress itself doesn't seem to fit her, length-wise. She's showing so much boob fat near her underarms because it's pulled down way too low. Then her actual boobs seems to be stuffed into the overbust area, and the dress' bust area is empty because it's at her underbust, so the dress is wrinkled. All the body bits are stuffed into the wrong areas of the dress, she's got her widest bits stuck in the narrow parts of the dress, and where she should be narrow the dress itself is trying to be wider. Basically making her look like a fatty lumpy tube.
