Looking to make a mermaid petticoat to support the skirt for a cosplay I'm making, would it be a dumb idea to just take one of those cheap party store/square dancing pettis, remove the elastic waistband, and add a stretchy pencil skirt to the top (gathering or elongating as needed)? Not sure if I'm overlooking any obvious issues.

As a side note, I'm super short so usually the premade ones don't sit properly on me, and I don't really have enough time to wait on month-long shipping from ebay/aliexpress anyways.
