This is really common. I've seen many idol groups where one girl will graduate before the main debut because of any number of issues. Also, I highly doubt she was booted from the group because of how little time she even had to fuck up in the first place.

But your main point here is that it's sad they can't let themselves go". First of all, 17 year olds don't "let themselves go" and gain a shitton of weight, 30 year olds do. What's more sad is the lack of education these girls get and therefore, once they "age out" of the idol group, unless they were very popular, their career choices are very very limited. Saying that it sucks that they can't gain weight completely trivializes the legitimate struggles that many idols have, like not being allowed contact with the opposite sex.
