Allow me to put it in another way: Goth girls are commonly hot. Lolitas are never hot.

And no it isnt a fashion. Most lolitas never wear their shit in public and when they do it's to try to get attention ala cosplayers going shopping in their costumes to try to get reactions out of people (as evidence by this thread). Even in Japan most people don't consider it anything more than cosplay.
