These aren't actually backwards, I don't think.

I think the artist who drew these tried to add how the holes on the top of the leg pieces are sometimes visible when the knees are bent when the doll is sitting down, like pic related. If it's the back of the leg, then hole would go to the middle of the knee piece in order to accommodate the elastic bending there, not at the top of the knee piece.

Honestly though, these tights suck. What kind of abuse do you have to put your doll through that their knee pieces are a completely different colour from the thigh and calf pieces?

I guarantee you this design will look as bad as OPs, even if your workmanship is really solid it will only come across as cutely awkward at best.

That's because the print design is far too big to be made into clothes. To get a nice design out of this fabric, you'd either need to shrink the design by 1/4, or else cut out the individual portraits and applique them to whatever you're sewing.
