i used this stuff called "delight", it's a super super lightweight paper clay. it kind of sucks price-wise, because it's like 10$ a pack (in fuckin canada at least) but it only takes half a pack to make one set of clips, and mine even came out a little too big

so yeah just take a chunk of that shit and scuplt out your forms as best as you can, i made the indentations where the black lines are by pressing the edge of a ruler into the clay. and this brand of paperclay receives moisture almost as well as ball clay, so you can dab your fingers in some water and smooth out your forms to reduce time on sanding. also make sure the sculpts are curved slightly so they sit on your head nicely. you can also press an indent on the bottom of them where the barrettes will sit so theyre not really visible

and yeah. sanding. so even if you smooth your pieces out with moisture they're gonna look lumpy and stupid once you're done so don't fight that too hard, you'll just be wasting time. once the sculpts are done give them at least 48 hours to dry and evaporate exterior moisture completely. then sand the fuck out of them with high grit sandpaper to make them smooth and lovely. then prime, sand again with even finer sandpaper, prime again and then paint. paint the black lines first and then mask messy edges with your white or red paint.

to attach the clips to your wig just strip a pair of barrette clips and hotglue the metal pieces to the clips.

annnnnnnd that's about it ! i recommend delight as your material just because it really is the lightest clay i've ever used and won't drag your wig down AT ALL
