I always think of mascots in terms of whether they're representing something bigger than just a single character.

Like Pikachu suits. By themselves, they could be a fursuit. But in general, they're mascots, because they're used to represent the Pokemon brand as a whole, rather than just that one character.

So a fursuit can be a mascot suit (Felyne is definitely more like a fursuit than many mascots, for example), or a mascot suit can be something else entirely (ie: those inflatable Pikachus that are used for events, or the suits they use at anime expos for other franchises. Pic related. Not really a fursuit, definitely a mascot suit)
