Low necklines are ideal, but when a blouse or dress does have a higher neckline, a good trick can be to break up the shoulder area with a chunky or eye catching necklace in a different color. Long hair sidepieces pulled to the front can create a similar effect.
Here's an example that uses both of these, although this girl isn't broad shouldered you can see how the hair and the necklace offset the short sleeves.
