i think it may help cover up any gaps between tops and bottoms, or conceal metal trim on the bottoms that may be out of place. this is speculation. also, i do not see a cumberbund on this coord desu. there is a vest, a buttcape maybe, OTKs, a winged bag, etc. >>9801633 has a sash which seems to be the buttcape's ties. so, i am unsure what you mean
