Generally, I think that flats look best with quality looking material and detail (especially bows), or as kind of a mini-boot, like these strappy ones here.
The ballet flats up here >>7736180 are made out of a canvas-y material and combined with the string bows make for a very casual and cheap look. Keep an eye out for how high up the shoe comes on your foot. I personally really dislike the look of toe cleavage. Find the sweet spot of what looks best on you. The shape of the toe box is very important too. There's square, round, rounded point, pointed, so on so forth. There are very structured shoes and loose baggy shoes. The shape and form effects the tone of the shoe. My personal favorite is a rounded point in a patent leather or suede. Not all flats are created equal.
