A friend and I are thinking of doing the festival costumes from Slayers for fun and 90s anime indulgence.

My question is, how do we go about making voluminous perky miniskirts and attaching them nicely with that v-shaped waist? I've looked at tutorials for horsehair hems and sailor moon tutorials, but that doesn't look quite right. I'm worried that regular gathers would look messy at the waist, and pleats don't have enough volume.

Also, does anyone have a good source for cheap block heel pumps? Thanks.
