Brightens the inner corner of the eye, makes your eyes look slightly further apart (if that's an issue for you), makes eyes look larger/more open. Typically, a lot of eye makeup goes lighter towards the inner corner and darker towards the crease/outer corner. Highlights bring out areas that you don't want to look sunken in (in this case, the inner corner of your eye socket, so you don't look spooky/tired), and contoured/darker areas help to define or recess areas.
