Sounds like it would have a similar effect to exfoliating, i.e. getting rid of the tanned skin cells and promoting growth of new, untanned ones. That wouldn't work for making untanned skin lighter, I think.
It also kind of reminds me of when you stay in the bath too long and the skin on your hands and feet starts to wrinkle and lighten significantly. Note sure if I'd want that to happen on my face, though.

Note that I have no idea what I'm talking about and if someone would like to correct me then that's awesome.
