Well, shouldn't the persons looks also be a major factor?

Imagine if this guy cosplayed as the prince from revolutionary girl Utena and managed to nail the costume perfectly(the outfit is pretty lofty, i'd say hundreds of dollars worth).

However, the only thing he has in common is that they're both indian, he is far from handsome, he is far from being tall and he's a fatass instead of being lean.

Would he even be considered a good cosplayer despite the perfect costume? how many people would want his picture?

What about if some 9/10 handsome guy with a super nice body cosplayed as ryu? he just bought a karate gi, tore the sleeves and legs by hand and didn't even have an engraved belt.

He looks extremely close to ryu, and he's very attractive, but his costume was like 30 bucks and he just tore the shit out of the sleeves and it took maybe 10 minutes total.

Is he a good cosplayer despite the severe lack of effort? why do people like to take pictures with him?
