Just start. Maybe take a class to learn all the basics. Ask someone in your family who might know how to (mother, grandmother, aunt, etc)

Pic is the very first dress I made. Shit I know, but oh well. Doll didn't have a face up or wig yet, so disregard that lol

So I have this fabric but I think the floral pattern on it is too small/tight to make a full size JSK or skirt. what do you think? For size, the doll is a 43cm
