I can understand having to work on a budget or with lack of tools but your going to have a hard time like that. You can get a jigsaw and a dremel cheap nowadays.

Keep in mind though that MDF dust is extremely toxic due to the chemicals it is treated with. Work with it outside if possible. If that's not an option you might want to try building a setup like the one pictured to keep the dust away from your lungs and things.
