I'm making this dress. How should I connect the skirt and vest together? Two different patterns there.

Also, as of right now, it's just plain navy blue.. Any idea on what I should do to decorate it? Themes that come to mind?
Maybe I should change the ruffles because I don't actually have enough blue fabric for that, and it looks pretty same-y same all over right now.
