Well I have to disagree. Just because the manga skirts 'swoosh' (like I said before) doesn't mean they should be duplicated in any kind of shiny/glossy material (I said it looks cheap, but I didn't add 'no matter how high quality it is' since I figured that was rhetorical to the statement, but I guess not) and making the collar out of it too? No. You're never going to duplicate the way the skirts flow in the manga (you're not constantly twirling around for photos, that wouldn't come out very well) so just make it out of a cotton sateen instead, it doesn't look tacky, you can have very well defined pleats, and, just like in the manga, with a little crinoline (there is actually a few Sailor Moon spreads where you can see the crinoline too!), the pleats will stick out from the hip roll, which is much more easy to duplicate than a swoosh, and both of these qualities of the skirts exist in the manga. Not to mention, Naoko Takeuchi draws the School uniform skirts just as flowy, and obviously those would not be made out of a satin of any sort, but a cotton. And the way that the chest protector is not a separate piece? Bothers me. So yes, I would not call those other commissions good. But of course, other people are free to. I really hope she's not charging very much for those.
