I had a prophylactic bilateral mastectomy with no reconstruction when I was 25. Meaning I am flat chested. My "bust" measurement is 32 and my waist is 26. It wouldn't be too much of a stretch to imagine a woman who has small or no breasts with a smaller ribcage than me could have very similar bust and waist measurements without being obese. A 28 chest and 28 waist would be plausible for someone who doesn't have a lot of waist definition. Building up certain muscle groups can also make you lose waist definition. A lot of professional female volleyball players look like this (it's most obvious in beach volleyball) and I don't think anyone would call them obese
