OMG so I want post my first evar loli chord!!!!!!! but BIG DUMB USPS stole my DREAM DRESS UGH

I went to milanno and searched all the pretty kowai loli dresses for the cutest sweetest most perfect one. I FOUND IT!1 it's really good! looks like my loli anime OC's dress!! and i think the lolis in my city will looooove it cus it looks like theres :D xD
i made sure to check my measures and its exactly my size, right to the centimeter. it will cover my shoulders and knees (real loli rules :P)
I had boughten it last week and IT'S STILL NOT HERE???? when my family sends things to me it takes four days! wth USPS???? do i ask for a refund for this loli folly?
hopefully I can find another dress like this one :'( i'm heartbroken. I even had the perfect sparkly ballet flats and a pink headbow from Claires! did anyone else know that claiers sells loli stuff?
