Kei is slang used by young folk. It means 'system' so it didn't just refer to an item or outfit having a certain 'look'. It's actually the style that creates a fashion.

The right yumekawaii (pastel) items put together systematically create a floaty, fairy-like look (fairy-kei!) However, yumekawaii fashion items alone are not part of a system by themselves, and could equally fit in with the newer 'uchuu-kei'. (Pastel items worn together systematically for a space-themed look if the motifs are right!)

There's also the breaking point fashion becomes a subculture in which it is no longer any type of 'kei' like lolita.
