for this type of uniform should there be a circle skirt attached with a lower hip seam or pleats along the lower hip seam?
it seems to fall more like a circle skirt with more fabric on the bottom than the top, but I've never seen an actual uniform like this and can't find one so idk

Anyone got a pattern for this type of school uniform? I'm not sure if I'll have to put a low hip seam separating the skirt for the pleats? Also should it be stretchy so it slips on, or should there be a side zipper?
I've searched for a real life uniform of this style but no luck
