would be nice if you had a reference picture, but what you describe sounds what *japanese* calls dolly kei (ドーリー系, pic related), not the dolly kei as in used by the west because of tokyo-fashion being run by westerners that can't tell the difference between grimoire calling their products doll-type vs a style
