Thank you so much for this! Chrome wouldn't translate the popup and also wouldn't allow text selection so I couldn't copy/paste it.
Because of your translation, I figured out that turning off Google Translate allows you to select the transaction type (1) and proceed to the first checkout page whereas with GT on, it is blocked by the popup above. However once at the first checkout page, proceeding is blocked again by an error message (2) that is mentioning setting a phone number. The link directs you to your account authentication page (3). But my phone number is already set so I'm not sure what it's asking for. I went through as filled in as much as I could but still no dice.
