Someone help me figure out what's going on with Shang's overcoat thing behind the belt. Is it like this, with the garment kinda coming to a point in the center then flaring back out, with the middle hanging bit being a separate piece?

Does anyone know what this kind of garment would be called so I can search for a pattern to start from? I don't know anything about Chinese clothing.
