Arda Wigs' Marty. It's by no means a cheap wig but it doesn't require much styling to get Kaiki's hairstyle. If you don't want to use a Marty, I suggest looking up wig walkthroughs/tutorials for characters with spikey, slicked back hair like Zack Fair or Phoenix Wright and then adapting those techniques to suit your needs.

Arda and Epic are good places to buy wigs. 16" is about shoulder length on most people. You can just buy a wavy wig. The "split" at the sides are actually just hair that are tied up in twintails so you can do that and then sew additional wefts to cover up the exposed tracks or buy those clip-on pigtails.
Arda's Vivian and Epic's Hestia are good choices.

Any basic dress pattern should work for a maid dress with some modifications. It really depends on what you want on your dress.
If you're dead set on using a premade pattern, Hey Cut Sew has a maid specific pattern (Maid Café) and their Glomp XD pattern can easily be modified into a maid uniform too.
