It depends on your definition I guess? in this pic I'd say she's chubby, but maybe some others in the thread she looks a little heavier, but that might be due to an unflattering outfit or angle as well. I don't care either way, she's cute as shit and confidence is very attractive, which she obviously has, to keep wearing what she wants despite society (and salty seagulls) telling her she should cover up and be invisible because she doesn't fit their narrow standards of beauty.
