Punk is a really hard style to pull off in lolita. I'm gonna suggest go for something military as a lot of punk style is kind of miltary looking, like think about those jackets the guys with mohawks wear that have like a ton of patches and pins on them with spikes. It's very biker gang/uniform.
You can get a decent military item and do the same with it, with patches (maybe safetypin them on instead sewing them permanently) and pins and you can get some spikes too though I've never applied those so I'm not sure how much damage you'd do or if you'd be comfortable with that.

I strongly suggest staying away from gingam stuff especially in bright red as it tends to look tacky as fuck and a lot of people hate it.
