/cgl/ - Cosplay & EGL

hi, i have been sewing for a while but i am very self taught and dont know to much terminology and this might be a tricky question but it is totally picture related, what would this kind of skirt be called ? just like the round almost hollow look. Does it even have a name or term ?? i am making one not for a cosplay but i am struggling to find anything to help me start this project i guess i could start off with knowing what these types of skirts are called
