I think a bow clip. Colour will depend on the colour of your hair - I imagine the main colours of the dress will show up better on light hair, red will pop on any colour although may make the outfit very red heavy at the top, and white will obviously show better on darker hair

Probably from scratch, I've only seen the cheap plastic ones they sell to kids for candy in hot pink rather than baby pink. Maybe find a good Halloween tute and make it from felt?

You could do tan or chocolate brown shoes, or if you're set on navy vs gold I'd go navy with sax socks, cutesy chunky sea themed jewellery in pastels and a bunch of themed clips in the wig
